The main competition of the 2013 National Universities Debating Championships will no longer take place in June as first scheduled due to bureaucratic issues at the education ministry. With the fasting month falling between mid-July and mid-August, the soonest possible window would be in late August. From several venue options that have been floated, Politeknik Sriwijaya in Palembang is becoming the strong preference. Considering how uncertainty has shrouded the NUDC process this year, further changes should not be ruled out.

NUDC, or previously called NUEDC, is a nationwide competition held and sponsored by the education ministry. Regional selections have been concluded in May as scheduled and teams have been preparing for a national round in June like previous years.

The change in dates brings about eligibility issues. NUDC rules dictate qualifying teams cannot alter the composition used in their regional selections and all debaters must be registered students. Without the option of substitution, these debaters need to make sure they can compete in late August. Many universities start their new academic year that month. Some students may have already graduated by then or opted to study elsewhere on scholarship, joint-degree programs or their own volition. It is unclear whether the ministry would relax some of the rules considering that the delay came from the government. If they stick to the rules, some teams may have to forfeit.

Such forfeit is not new. Last year, favourites Universitas Bakrie had to withdraw from the national round although the team reached the regional final because one of the debaters went on a conflicting scholarship program and substitution was prohibited.

The 2014 World Universities Debating Championships in Chennai would have a record-breaking number of Indonesian participants if all of the 19 institutions that registered earlier this week could each get at least one team slot. If all of their requests are granted, Indonesia would have 31 teams. This, however, is quitw impossible as the team cap is 384 with a maximum extension of 400. At the close of registration, 477 institutions from 78 countries requested slots for 905 teams. The organisers now have the unenviable task of sorting them out.  They like to give a slot for each registered institution but this can be tricky with these numbers. During an interview in Jakarta, Tuesday (14/5), Minister of Manpower Muhaimin Iskandar asserted that ASEAN Countries must be committed to the development of their human resources in light of the upcoming ASEAN Economic Community 2015 (AEC).
Muhaimin explained that this can be done through standardization of training and work competence.
“If ASEAN countries have internationally qualified workers, ASEAN will be the center of development in Asia or even world,” he stated.
Muhaimin further said that he has stressed this issue in front of officials on labor division from ASEAN members during the ASEAN 9th Senior Labor Officials Meeting (SLOM) held in Semarang.
Meanwhile, in regards to the migrant workers issue, Muhaimin asserted that ASEAN members need to commit to ensuring the welfare of migrant workers and their families.
To this end, he encouraged the ASEAN Committee on Migrant Workers (ACMW) to improve cooperation among ASEAN in order to protect and fulfill the rights of migrant workers.
Meanwhile, Timboel Siregar, Secretary General of All-Indonesia Workers Organization, reminded that the Government must use the AEC momentum to demand implementation of protection of migrant workers and improve the development of workers’ competency and skills.
“We should learn from our experience when China-ASEAN Free Trade Area (CAFTA) was implemented in 2010, the lack of preparation from the Government has victimized our workers,” Timboel Concluded.
